I have a 2006 Jeep grand cherokee with a parasitic draw. What I found was when I remove fuse number 27 IOD #1 the amps drops to a normal range. With the fuse in I get 1.74 amp draw with the amp meter inline with the negative battery terminal. I noticed with the fuse out I have no radio, compass for the navigation and remote door locks or alarm.

Just because you don't have a fob doesn't mean you don't have a chip in your key. The flashing red light indicates that the Jeep can't talk with the key correctly.
